Want to Buy a Veterinary Practice Without a DVM Degree? Let’s Talk.

No veterinary license? No problem. Whether you’re an entrepreneur, investor, or pet care professional exploring ownership, PS Broker helps you navigate the path to buying a veterinary practice—even without being a DVM.

Veterinary practice ownership laws vary by state, and understanding your options is the first step.

Non-DVM Ownership Permitted

Approximately 15 states allow non-veterinarians (non-DVMs) or business entities to own a veterinary practice. In these states, non-DVM owners typically oversee business and administrative operations, while a licensed veterinarian maintains full authority over all medical decisions, clinical standards, and patient care.

A licensed veterinarian must be listed on the premises permit as the responsible licensee on-site. However, these states often offer greater flexibility in ownership structures, investment models, and succession planning—provided all licensing, ethical, and regulatory requirements are met.

Non-DVM Ownership Restricted

In most states, non-veterinarians are restricted or prohibited from owning or controlling a veterinary practice due to “corporate practice of veterinary medicine” (CPVM) laws. These regulations are designed to ensure professional accountability and preserve independent clinical judgment.

In these cases, non-DVM involvement is typically limited to minority ownership or non-clinical business roles. Some structures utilize a Management Services Organization (MSO), which allows non-DVMs to support administrative and operational functions while licensed veterinarians retain full control over medical care.
